Board Approved Goals and Plans
HB 3 requires school boards to adopt detailed plans developed by their management teams that achieve goals in two key areas:
Early childhood literacy and mathematics (EC-LM) proficiency
College, career, and military readiness (CCMR)

Early childhood literacy (EC-L) proficiency Goal
The percent of 3rd grade students that score meets grade level or above on STAAR Reading will increase from 19% to 52% by June 2024.
Progress Measures
The percent of PreK students that score “on track” on the CIRCLE PM Literacy Diagnostic will increase from 68% to 90% by June 2024.
The percent of Kindergarten students that are on track will increase from 68% to 90% by June 2024.
The percent of 1st and 2nd grade students that are on grade level using Amplify will increase from 20% BOY in 2020 to 60% EOY by June 2024.
PROFESSIONAL DEVELOPMENT RECOMMENDED: All PreK through 3rd grade teachers will complete LETRS by December 2021. In June 2022 Freer ISD will start the Science of Teaching Reading.

The percent of 1st grade students on grade level on Amplify will increase from 86% to 90% by June 2024.
The percent of 2nd and 3rd grade students on Tier 1 in ESTAR will increase from 57% to 80% by June 2024.
In depth training on working with diagnostic data and using this data to make systmatics informed acadamic decisions. Schedule initial and ongoing trainings using the vendors responsible for the different progam. In 2021-22, Freer ISD will provide training that is specific to the assessment tools/interventions that are being used.

College, career, and military readiness (CCMR) Goal
The percentage of graduates that meet the criteria for CCMR will increase from 76% in 2021 to 93% by August 2024.
Progress Measures
The percent of CCMR students that meet the threshold for CCMR for college ready by taking 9 dual credit hours or 3 hours in College English or College Algebra will increase from 58% in 2020 to 70% by August 2024.
The percent of CCMR students that meet the threshold for CCMR for career ready by receiving an industry based certification will increase from 27% in 2020 to 45% by August 2024.
The percent of CCMR students that meet the threshold for CCMR for TSI math and reading/writing will increase from 58% in 2020 to 66% by August 2024.
The campus will increase CCMR for student cohort by becoming more aware and having students fullfill areas in college readiness, career readiness, and military readiness. Areas to increase are students who pass TSI, increase student percentage of students who take any 9 dual credit hours, and increase industry based certifications for our students through our Career Academies that include Medical, Welding, Business Courses, & Floral Design. Instructors will gain professional development by taking the TSI Exam to understand the concepts. We will also dissegregate data to track and monitor certifications. Instructors and students will increase knowledge by attending sessions to to practice skills for certifications. Instructors and campus will also explore other industry based certifications that students can acquire. The campus will monitor progress quarterly. Funding source that will be utilized is the Carl Perkins Grant, RSIZ School Action Grant, and local allotment.
