The Special Education Department at Freer ISD is dedicated to providing the highest quality education and services to students with disabilities and their families. We believe that when provided with the appropriate levels of academic, social and behavioral supports, all students can achieve success in the least restrictive environment.

This guide is designed to give you, as the parent, a better understanding of the special education process and of your procedural rights and responsibilities so that you will be able to fully participate in the decision-making process regarding your child’s education.

The Individuals with Disabilities Education Act (IDEA) requires schools to provide parents of a child with a disability with a notice containing a full explanation of the procedural safeguards available under IDEA and its implementing regulations.

Child Find is a federal mandate under the Individuals with Disabilities Education Act (IDEA).  It requires local education agencies (LEAs), which include public school districts and charter schools, to identify, locate, and evaluate all children with disabilities residing within their jurisdictions who need special education and related services.  

Beginning with the 2017 school year, the Texas Education Agency (TEA) changed the way it reports special education enrollment in school systems. TEA no longer includes a target for a school system’s total numbers of students in special education as part of state monitoring.

Compensatory services are used to help students make up for progress or skills they lost when their special education services were not provided. This includes situations where a child does not get special education services because he or she was denied a timely initial evaluation, but later found eligible.

The Texas Dyslexia Handbook is developed and adopted into administrative rule by the Texas State Board of Education. The handbook contains guidelines for school districts to follow as they identify and provide services for students with dyslexia. In addition, information regarding the state’s dyslexia statutes and their relation to various federal laws is included.
